I can confirm the behaviour as described above on an up-to-date Lucid install.

$ uname -a
Linux mitch-lucid 2.6.32-16-generic #25-Ubuntu SMP Tue Mar 9 16:33:52 UTC 2010 i686 GNU/Linux

$ sudo apt-cache policy thunderbird
thunderbird:
  Installed: 3.0.3+nobinonly-0ubuntu1

 *** 3.0.3+nobinonly-0ubuntu1 0

I am also able to reproduce bug #438868, so this *may* be related

$ sudo apt-cache policy firefox
