Please pardon me if this has already been mentioned before (no time to read all 133 comments), but can't we just have Reply and Reply To All, where the Reply To All button will be smart enough to detect Mailing List/Newsgroup Headers and act as "Reply to List" if they are present, else as Reply To All. That way there is no need to add extra clutter to the GUI.
