I have not heard any objections against merging this into bug 140800 as they are essentially the same. That merge definitely needs to happen (but I don't have time right now):

Next Steps for this bug:
* Resolve this bug 216132 as a duplicate of bug 140800, with an explanatory comment asking users to vote for bug 140800 if they want their vote for this bug to be counted (transferring votes)
* Resolve each of the 12 duplicates of this bug 216132 as a duplicate of bug 140800, and also ask users to vote for bug 140800 if they so wish (transferring duplicates)
