Comment 134 for bug 10883

There's only one switch needed, be it the "delivery format" (more switches will confuse the hell out of the user). Everything else is straightforward and implicitly done depending of the chosen "delivery format". If delivery format is switched, text is converted accordingly (rich text to plain text or vice versa). The formatting toolbar is always visible as it also works for plain text (e.g., *bold*). What's wrong with this?
