udisks2 seems to have an inhibit script written by Martin Pitt, it looks like this is a Debian addition that did not make it upstream to freedesktop:
udisks2 (1.99.0-4) experimental; urgency=low
* Add debian/local/udisks2-inhibit: Hack to disallow udisks2 mount
operations for anyone but root while a program is running. This is similar
to udisks 1.x's "udisks --inhibit .." command. Install it into
/usr/lib/udisks2/.
I realise that this will likely be fixed by systemd, but Ubuntu 14.04 will never be switched to systemd, and since 14.04 is an LTS release supported until 2019, people are going to be installing it and potentially hitting this bug for many years to come.
