This is interesting, since the description of the package texlive-lang-czechslovak clearly states:
Pick this if you want Czech/Slovak fonts and other packages

This package includes the following CTAN packages:
 cs -- CM fonts extension for Czech/Slovak.
 cslatex -- LaTeX support for Czech/Slovak typesetting.
 csplain -- Plain TeX support for Czech/Slovak typesetting.
 bin-cslatex -- LaTeX support for Czech/Slovak typesetting.
 bin-csplain -- Plain TeX support for Czech/Slovak typesetting.
 bin-vlna -- Binaries for the Vlna program.
 hyphen-czechslovak -- Czechslovak scripts

This program is actually needed on every platform you intend to typeset Czech documents on. Prepositions (and certain connectives) connected to words (e.g. "k Pavlovi") cannot be split - you cannot leave the preposition "k" at the end of one line and continue the word to which it connects (in this case "Pavlovi") on the next line - this is against Czech typographical rules.

I think that given the description of the package, the program _should_ be present, so that's why I filed it as a bug. Especially considering that after installation the manual page is present, but the program Vlna itself not.
