If that file still exists, please attach it to this bug report. If not, please try running following command in terminal and if similar error pops up, attach the file mentioned in the error to this bug report:
  sudo dpkg --configure texlive-binaries

The logs indicate that jtex.ini can't be found. It may be missing or just somehow corrupted.

One thing you could try is to reinstall the package jtex-base which provides jtex.ini. To do that, run following commands in terminal:
  sudo apt-get install --reinstall jtex-base
  sudo dpkg --configure texlive-binaries

If that doesn't help, then I'm out of ideas...

jlatex etc is not compatible with TL2012. Sorry.

jtex-bin cannot be compiled with libkpathsea5 and upward.

We tried to get it working again, but there was not much of interest
of it.

Please purge jtex-bin and jtex-base.

You cannot have jtex* installed,
 dpkg --purge jtex-base jtex-bin
is necessary.

jtex has not been fixed and will probably not be fixed.
