The new texlive-base package has dropped tetex-bin, which is still listed as a build dependency of a significant number of packages in universe:
http://people.canonical.com/~ubuntu-archive/NBS/tetex-bin
Some of these may be fixed in Debian, but I don't know for sure which ones. Can you coordinate getting fixed versions of these packages into lucid, so that the out-of-date tetex-bin binary package can be safely dropped?
