This issue affects me as well. Linux Mint 16 Cinnamon 32-bit on a 64-bit Lenovo e420.

me@me-pc / $ sudo tlmgr install hyperref
(running on Debian, switching to user mode!)
cannot setup TLPDB in /home/me/texmf at /usr/bin/tlmgr line 5308.
