How do you come to the conclusion that installing
texlive-latex-recommended does not help.

$ dlocate kvoptions.sty latex-recommend ed: /usr/share/ texmf-texlive/ tex/latex/ oberdiek/ kvoptions. sty
texlive-
$
So that file is in texlive- latex-recommend ed.
How do you come to the conclusion that installing latex-recommend ed does not help.
