Interestingly enough, at the end of

/var/lib/texmf/tex/generic/config/language.dat

it says:

%%% /etc/texmf/language.d/10tetex.cnf not included because the
%%% corresponding package seems to be removed.
%%

I suppose this is a bug of the package ;). Not only, the file ushyph1.tex is missing from the hyphen directory.
