Usually yes. At the least I like to see that we understand what the problem is with the tests and how much work it would be to solve it.

Apparently we have racy tests. Do we know which? Can we just skip those and file a bug for tracking it in the meantime (there is no bug tracking the current lack of tests...)? Is upstream aware of the issue?
