Uploaded taglib 1.6.3 to lucid-proposed awaiting approval

It's a well tested bugfix only upstream release which fixes this important issue.

TEST CASE:
download http://muse.19inch.net/~jr/tmp/mp3.tar.gz

run `amarokcollectionscanner $DIR` on the directory you extracted it to. will result in a bad_alloc termination with the old taglib.
