This bug was fixed in the package sysvinit - 2.88dsf-59.1ubuntu2

sysvinit (2.88dsf-59.1ubuntu2) wily; urgency=medium

  * Drop sysvinit-utils' Essential: flag again, as we used to (merge error in
    2.88dsf-59.1ubuntu1). This (hopefully) unbreaks debootstrap again.
