Comment 16 for bug 1830226

Unfortunately, Xenial is so old that neither systemtap nor elfutils will build there without some work, and since Xenial reaches its end of (normal) life in just a few months, I don't think it's worth putting in the time for it.

However, I did set up a daily build for elfutils:
https://launchpad.net/~ubuntu-support-team/+archive/ubuntu/elfutils

And I updated the daily build for systemtap to depend on that, so the daily systemtap builds should now start using the latest elfutils.
