Thanks @cktenn - I commented there and also opened https://salsa.debian.org/systemd-team/systemd/merge_requests/56, but I have not tested with that, can you see if that fixes this problem? Assuming I'm understanding the problem correctly, that you just want 73-special-net-names.rules to ignore the second duplicated-mac interface.
