While restarting systemd-jounald, the following error message occurs:

systemd-journald[28007]: Assertion 'f' failed at ../src/journal/journal-file.c:143, function journal_file_close(). Aborting.

release: Ubuntu 16.04.5 LTS
systemd version: 229-4ubuntu21.22

Please cherry-pick this fix to the ubuntu16.04 package.
