The synclient commands does not work.

However,

xinput set-prop 13 "Device Enabled" 1
xinput set-prop 13 "Device Enabled" 0

does enable and disable the touchpad. But it only works if it is enable from the beginning from the systems configuration GUI. If it is disabled, it doesn't do the expected behavior.
