failed udev update caused dependency problem when installing pulseaudio:i386 (multiarch)

Bug Description

i was trying to install skype with pulseaudio:i386 it needed an udev update and the update failed.

update-initramfs: deferring update (trigger activated)
insserv: Service mountkernfs has to be enabled to start service udev
insserv: exiting now!
update-rc.d: error: insserv rejected the script header

i did this and it fixed the dependency issue:

sudo apt-get install --reinstall nfs-common rpcbind initscripts insserv
sudo dpkg --configure -a
sudo apt-get install --reinstall dbus
sudo dpkg --configure -a
