This bug affects me on Ubuntu Gnome 15.10 only when enabling a proprietary nvidia driver.
HP elitebook 8440p with dock and one monitor ext.
The udev rule fixes the problem

Just for some more info,
my "evtest --query " script output, as was asked in #17, is "/dev/input/event16"
Looking forward for xenial!
