Confirm same issue in Lubuntu 15.10, with same step to produce this bug.
Root[system] file is locked, can't write anything in /
but not happen if i change options for "When Laptop lid is close" to "Switch Off Display".
Confirm -f 'forcing' is work in reboot and poweroff.
