Seems like something fixed it for me.
219-9.fc22 was definitely broken for me; that build had 'v219-stable' as of commit 4acdc3835b2c9d395f1df95bb1dd5620a4a0e7e5 , "service: don't add After= dependencies on .busname units if kdbus support is disabled". So it seems like something between two those commits on v219-stable fixed it for me, assuming it stays fixed.
