First stab: It seems with 217, the card is waiting for getting its firmware loaded:

which seems to correlate with this in the 217 changelog:
* Userspace firmware loading support has been removed and the minimum supported kernel version is thus bumped to 3.7.
so it seems we found a case where the in-kernel firmware loading does not work.
I have iwlwifi as well:
