Thanks Dale and Marcelo for your quick report - this is really useful. The problem seem to be caused due to cgmanager being added as dependency of systemd in -proposed - this request was clearly explained in LP #1750013 (not a dup for this, it's another issue with systemd-logind).
During my test I didn't observe such bad behavior of high CPU utilization - might be some interaction I didn't explore/reproduce. Can you check please if you're using -backports repo ? If so, then the cgmanager version installed in your system was 0.39 (the default version, without -backports repo, is 0.24).
Anyway, the systemd package with cgmanager as dependency was _removed_ from -proposed, so as next step I'll focus in fixing the other LP without adding cgmanager, and eventually investigate what bad interaction happened in your case to address it.
