I'd just like to echo what some other have said regarding Martin's PPA. It has improved things, but it hasn't fixed it. I now have about one resume a day where networking is disabled and won't come back without the workarounds above, it was previously about 50/50. This is out of about 10 resume a day. I am not sure whether this is related but the one that fails tend to be the first resume of the day, with the laptop being hibernating overnight (at least for two days running now so could still be coincidence).
