Yes, this bug does indeed affect Karmic Alpha 5. I'm really surprised now that this bug report is so low-key.

STR:

1) Boot karmic alpha 5 live CD
2) Launch System > Administration > Users and Groups

Fails with same error dialog reported here earlier:

"The configuration could not be loaded
An unknown error occurred"
