Thanks islevegan n all for the workaround:
1) sudo invoke-rc.d system-tools-backends stop
2) sudo dpkg --configure -a
This bug is likely to affect many people. I was updating a fresh install of 8.10 when this happened. Was finally able to continue with updates and other changes.
