The system is Ubuntu 16.04 32-bit.
Using system-config-printer-1.5.9 from Bionic (manually built with debuild). HPLIP version 3.17.10 from Bionic too. Other HP printers work fine, system-config-printer is able to recognize them and add to CUPS automatically. Log:

Method 1: I suggest you run Printer troubleshooter and check if it helps.
Press Windows + X, click on Control Panel, select Category and then select Large or Small icons.
Click on Troubleshooting and click on View all in the left pane.
Select Printer and follow on-screen instructions.
Method 2: I suggest you stop the spooler service, delete all the printer files, start the service and check if it helps.
Step 1: To Manually Clear and Reset Print Spooler Queue
Press Windows + R to open Run command, type Services.msc and press Enter. /bit.ly/ 2BBzrgu
Search for Printer Spooler service, right click on it and Stop the service.
Close the window.
