I didn't find a "Manage Print Jobs" item anywhere on the system; and also I think that the main printer control panel should have some button for the job queue (so all things related to the printers can be reached from one place). A button under Test and Maintenance sounds good in my opinion.
How could the user masquerade as another user with such a button? Is s-c-p started as root? Anyway: if the user has to enter the root pw (or the sudo pw) for starting s-c-p he should also be able to cancel jobs from other users. Otherwise he should of course only be able to cancel his own jobs.
