Ok, just to make sure I understand this.
Steps to reproduce:
Mark package A for installation.
Mark package B for complete removal.
Disconnect network.
Click "Apply."

Expected:
Both packages are left as marked before?

Actual:
Package B is changed to regular, not complete, removal.
