The debian-installer set the LANGUAGES variable. They put "dv" and "sa" into it
intentional. There rational seems to be that it's better to have a translation
into a close language like "dv" or "sa" than no translation at all. I can't
really comment on this issue as I don't speak any of those three languages :)
If you feel this is wrong, please open a bug against debian-installer.
