synaptic is highly flakey with odd package scenarios

Bug Description

Synaptic seems to randomly pretend things aren't going to be installed when telling you it found a problem. I took screenshots illustrating the issue when gtk is around but gtk-common isn't; synaptic interprets it as if gtk and gtk-common aren't going to be installed. This makes the REAL problem hard to track.

And here is what happened trying to install libgtk-2.0-0 with no libgtk-2.0-common around. Besides general ugliness (see the yellow/notyellow stuff?) it is pretending libgtk-2.0-bin is not to be installed, among others. This makes tracking the actual problem 'hard'.

In particular, what is "the actual problem" ? How should synaptic behave in your opinion?

I think the operation fails because you cannot update libgtk-2.0-0 without updating libgtk-2.0-common.
