update manager & synaptic don't wok

Bug Description

Binary package hint: synaptic

I'm on Ubuntu 8.04 [hardy heron] just upgraded from 7.10 recently
I don't know the version of Synaptic because it doesn't work
I don't know the version of update-manager because synaptic doesn't work
I expected to install "skype" and install 99 updates to "hardy heron"
I can't install anything, so how am I going to fix this bug???

both synaptic & update manager gives the same error when trying to install a new package or install updates...
the error is "E: ERROR: could not create configuration directory /home/root/.synaptic - mkdir (2 No such file or directory)" which appears in a separate window...

Confirm. I have the same situation. See my bug

When I open Synaptic manager in Hardy I get error :

"E: ERROR: could not create configuration directory /home/root/.synaptic - mkdir (2 No such file or directory)"

Synaptic version: 0.61ubuntu7
