Bug Description

Binary package hint: synaptic

When I open Synaptic manager in Hardy I get error :

Translation from Russian:
E: Error: Can't create settings directory /home/root/.synaptic - mkdir (2 No such file or directory)

Original message in russian:
E: Ошибка: Невозможно создать каталог настроек /home/root/.synaptic - mkdir (2 No such file or directory)

Synaptic version: 0.61ubuntu7

Is this symptom still reproducible in 8.10 or 9.04 for a fresh install?
