Thanks for the report.

Certain packages like grub-pc should be on the ISO pool, and the ship-live seed should be handling this.

https://github.com/Xubuntu/xubuntu-seed/blob/noble/ship-live looks like it doesn't include ship-live while the "upstream" ship-live does include it.
