I was able to get it to work by
1. Boot USB Installer
2. Connect to Network and update installer
3. Proceed through installation by selecting no network for now.
4. Select TPM installation
5. Success

So it does seem to be network related.

Edit: Not sure if it was just luck. It worked as mentioned above on a VM but same steps did not provide success on my laptop.
