possibly caused by switch to systemd-resolved?

no longer affects: systemd (Ubuntu)

installing libnss-resolve:i386 appears to fix this. should steam depend on it, or should the amd64 package automatically install the i386 package as well, or is there another solution to make this automatic?

I also encountered this bug on Ubuntu Zesty 17.04 after upgraded from 16.10:
Steam did not find network, I couldn't download games or consult messages.
I follow #3 Joe Barnett's solution, I installed libnss-resolve:i386 and it resolved the bug.
To resolve definitly this bug, Ubuntu should install libnss-resolve:i386 when Steam is installed.
Why there is no dependency between Steam and libnss-resolve:i386 packages?

Two bugs were open on Valve Github about this:
https://github.com/ValveSoftware/steam-for-linux/issues/4661
https://github.com/ValveSoftware/steam-for-linux/issues/4743
But they are are now closed: this is not a Steam bug, but Debian/Ubuntu package dependency bug.
