Bug Description
I'm running Kubuntu 17.04 alpha, with steam package version 1:1.0.0.52-5ubuntu1
I've just installed the steam package (i.e. the inital steam download done by the steam executable has not happened yet). Upon running steam, a window pops up informing me that steam needs to be online to update
