Note that there was an issue with php5 fpm (I think that was it) that we can't ship a "kill" directive in an upstart job if someone can do a release upgrade up to the version where that directive first appears. Otherwise it gets done on the old upstart that does not support it and break things. I can't find the bug reference right now, sorry, but it should probably be checked against Precise.
