We only need to touch Wily if we want to keep the upstart script updated there as well, but as you said Wily no longer uses upstart. Updating it would not change any behavior. So far I couldn't find any documentation explaining how to proceed on this scenario, so I'm open to suggestions. I'm also ok providing a debdiff for it if we decide to go that way. =)
