Confirmed fixed in cosmic:

 * spun up new fresh cosmic instance

 * installed package from -proposed

 * checked existence of /run/squid

 * rebooted

 * checked existence of /run/squid

 * checked existence of /usr/lib/tmpfiles.d/squid.conf
