Exactly as any other package that administrator has not completely
configured. For example postgresql is unusable if administrator doens't
create users and databases.

BTW, can you please report if during install you specified hostname and
domain name. If this is the case, this bug is not for squid but for
general, since the installation didn't set /etc/hosts correctly.
