missing translation entries not appearing in the "all" file

1) cd into a locale folder (eg, tw_utf).
2) run "perl locales.pl -a"
3) find a missing entry (e.g., "Align") in any .missing file (eg, gl.missing).
4) try to find that in the "all" file. It is not be there.
5) if we add that entry to "all" and run locales.pl again, then the entry will get used and will no longer be the .missing file.

Hello Kent,

I am also contributing translations to "SQL Ledger". Unfortunately my contributions were not included in the official "SQL Ledger" tarball but there is a separate github-repository at: https://github.com/Tekki/sql-ledger

In this reposity I have been advised to submit translations as follows:

- use the ISO-8859 Version
- locales.pl -a -m
- Add missing terms in "all", things which are not clear are not to be translated
- locales.pl
- check *.missing is anything important is missing
- delete *.missing
- Submit translations to Tekki who makes the UTF-8 version out of it and publishes it on github.

Note that version 3.2.6-1 of the sql-ledger package was uploaded to Debian unstable on 6 July 2018, at which point I also became the maintainer. Barring any issues, I anticipate the new version of the package to transition to Ubuntu on or after Wednesday, 11 July 2018.

I will investigate if this issue of the "missing translation entries not appearing in the 'all' file" is still present.
