Explanation of the Ubuntu delta and why it can be dropped:

- add Vala vapi bindings generation
- Add command line options for setting the cache size and the glz

Explanation of FeatureFreeze exception:
spice-gtk has no rdepends in Ubuntu (GNOME Boxes would be one but that
won't make it into Ubuntu until 12.10).
