Another one experiencing this issue on 20.04 LTS. I thought I'd broke my brand new speakers. Easily triggered by using the Discord app on Firefox. Please backport a patch for this. In the meantime, uncommented "DisableAutoSpawn" in /etc/speech-dispatcher/speechd.conf
