Comment 1 for bug 821772

I think this bug has some wish for future release.
Currently users can only write reviews for packages that are currently installed. This limitation should be removed.

and have trouble to update to new version
I was unable to install a package because the Ubuntu package is behind by quite a few versions.
But if he has 4.0.4, the latest release is 4.0.5 and It can't be very far from last release.
