Binary package hint: software-center
The "In Progress" view of the software center does not have a scrollbar, even if there is enough tasks to require one.
To reproduce, start enough tasks to more than fill the space. Then resize the window and note that the task list goes beyond what is shown.

I have the same problem on the x86 version of Meerkat as well.
