There is no pointer or distinction between the 'Departments' category or 'Featured' or 'What's new'.
To reproduce this is software-center 2.1.10:
1. Navigate to the last item in 'Departments' category. - perhaps 'Sound and Video'
2. Press tab once. The focus moves to 'Featured' category and Orca reads out "All" - without informing the user that he/she is now navigating the featured apps list.
3. The same for 'What's new' category.
