I replayed the whole flow with the same image (20220808.3) and indeed the bug does not occur. The snap connections are preserved, I still don't see a line from systemd about the OEM Configuration target being reached, but there's a line about activating it:

    systemd[1]: Queued start job for default target OEM Configuration.

It's probably normal this way.
