Do you have any apparmor denials in the system log when you observe this slowdown? (run journalctl, look for 'apparmor=DENIED'?
(for what it is worth chromium snap starts just fine for me on fresh 18.04 and 19.10 systems, but I reckon NFS may be a key here, and I don't have it).
